1. Scope

This specification covers the requirements for a fabricated steel device for use in installing a padlock over the pentahead bolt used to secure District vaults equipped with diamond plate steel covers. The intent of the device is to aid in preventing unauthorized access into District vaults. Application of the device is illustrated in Figure 1. Required quantities of the devices shall be as specified in the Purchase Order.

2. Material ID Number

This specification applies to District Material ID Number 1001574.

3. Reference Standards

Locking devices shall meet the requirements of the applicable ASTM standards for the materials described under the Materials section of this specification.

4. Materials

Locking devices shall be fabricated from round steel tubing 1-1/2" O.D. x 0.095" wall thickness and steel sheet 1/8" thick. After fabrication the devices shall be coated with a cold galvanizing compound.

5. Dimensions

All locking devices shall be manufactured in accordance with the dimensions shown in Figure 2 of this specification.
The locking device is designed to readily accommodate a pentahead socket wrench with a barrel O.D. of 1-1/8" and an Engineering Unlimited / Sterling One-Shot Seal, part no. JR-OS-SNO, a single-use rotary shackle formed steel type padlock which has a 1/4" diameter shackle (shown in Figure 1).

6. Zinc Coating

After fabrication, locking devices shall be spray-coated with a uniform layer of cold galvanizing compound in accordance with the compound manufacturer's directions.

7. Workmanships

Locking devices shall be free from sharp edges, projections, burrs, cracks and other defects.

8. Inspection

The DISTRICT reserves the right to inspect all locking devices upon receipt. Locking devices that arrive at the District damaged or not meeting the specification will be rejected and returned at the supplier's expense. On a manufacturer's first order for these devices the manufacturer shall fabricate one unit for District inspection and approval prior to proceeding with fabrication of units for the entire order.

9. Packaging

Locking devices shall be packaged to protect them from damage during shipment, handling and subsequent storage. Packages of locking devices shall be clearly marked with the manufacturer's name, the contents of the package and the quantity of units enclosed.
